Delhi Riots: Charge sheet Reveals More Than Rs 1cr Used to Manage Protests

A recent charge sheet registered by Special Cell of the Delhi Police regarding the alleged conspiracy in the Delhi riots case uncovered that five accused, hit with the stringent UAPA, got Rs 1.61 crore to execute the conspiracy.

On 16th of September, Police registered a voluminous charge sheet against the accused under different sections for UAPA, Prevention of Damage to Public Property Act Indian Penal Code and Arms Act. The copy of the charge sheet was provided to their counsels on Monday.

In the charge sheet, the police stated that five people, including evicted municipal councillor Tahir Hussain, student Meeran Haider, past councillor Ishrat Jahan, activist Khalid Saifi and Shifa-ur-Rehman, got Rs 1.61 crore as bank exchange or cash, out of which Rs 1.48 crore was utilized to deal with the protests sites and execute the conspiracy of riots.

The charge sheet was registered in less than 200 days of registering an FIR to investigate the conspiracy point behind the riots that shook northeast Delhi this year in February. Conflicts between the protesters and citizenship law supporters had gone out of control, leading to at least 53 individuals dead and around 200 harmed.

Other than mentioning the financial transaction, the police furthermore explained how the mobs were engineered. They told that a confidential conspiratorial meeting was held on February 16-17 at midnight and it was then that the key conspirators decided that the last showdown of the pan Delhi fights will be executed in the northeast, Shahdara, south districts with the areas of Jafrabad and Chand Bagh as the beginning hotspots.

The charge sheet uncovered that there was a clear understanding between the key conspirators who went to this meeting that the protest sites, at present situated in side lanes in Muslim dominated territories, would need to be moved and changed over into chakka jaam on carefully picked sites situated on arterial or crowded streets in proximity to mixed population areas to deaden the typical movement of traffic and flow of life and engineer riots.

The charge sheet uncovered: The traffic would be followed by confrontation and attack on Policemen and Public Persons, damage, and destruction of public property by use of arson and other means in these so engineered riots.

It included: It is not a mere coincidence that while the weapon of the offence was financed by Tahir Hussain, the finance for cartridges used in the murder of Rahul Solanki came from Suleman Siddique, one of the persons who had attended this secret conspiratorial meeting.

The charge sheet names Safoora Zargar, Tahir Hussain, Devangana Kalita, Gulfisha Khatoon, Shafa-ur-Rehman, Natasha Narwal, Asif Iqbal Tanha, Abdul Khalid Saifi, Ishrat Jahan, Meeran Haidar, Talsim Ahmad, Shadab Ahamd, Saleem Malik, Athar Khan and Mohammed Salim Khan.

In the charge sheet, Tahir Hussain has been named as the main accused.

The charge sheet, nonetheless, doesn’t name Mohammed Pervez Ahmad, Mohammed Ilyas, Umar Khalid, Sharjeel Imam, Faizal Khan and Danish. The supplementary charge sheet will have their names included.
