Hyderabad: KTR seeks allocation for Pharma parks from the Centre

Telangana minister for IT and industries KT Rama Rao (KTR) requested the allocation of pharmaceutical parks in the state in a letter sent to the Centre on Friday.

During his address to the Ministry of Chemicals & Fertilizers (MoC&F), KTR said that Telangana is a state with a robust pharmaceutical sector and an ecosystem conducive to accelerated economic growth. As the state contributes more than 40% of pharma production, it is also a matter of pride that Hyderabad is also known as the Vaccine Capital of the World.

Telangana continues to attract investments in the sector, according to the minister. Therefore, keeping in mind the sector’s growth, the demand for pharma infrastructure, and the need for a robust ecosystem to support it towards the ‘atma-nirbharta’, we have submitted an earnest application to the ‘Bulk Drug Park’ Scheme, he added.

Hyderabad has played an important role so far and has the potential to steer the country towards self-sufficiency in bulk drug manufacturing, he continued.

A major part of the proposal outlined the ‘Pharma City’ project, the largest pharmaceutical cluster in the world, which sits on 19000 acres. Although this project has garnered worldwide attention, it hasn’t received any consideration in the country, KTR added.

KTR highlighted that Telangana has made 1/3 of its contribution to the pharmaceutical industry in India.

According to the 2015 recommendations, 6 mega parks would be established with 2,000 acres of each, funding enough to set up all common environmental infrastructure, income tax rebates for 10 years, and access to soft loans at 7.5%.

However, not much progress was made in this direction until recently, and understanding the urgency around the supply chain constraints during the onset of the COVID-19 pandemic, the scheme was launched in 2020 to face the national health security threat posed by the dependency on imports from China and to be implemented on a war-footing basis in order to ensure the national interest is protected.

Although this effort was made during this period, imports rose by 23% in April-September 2021. The minister noted that such biased evaluations undermine the nation’s attempts to become self-sufficient and that, as a result, we will lose whatever advantages may have remained after all these delays.
