No funds allocated to Telangana by the Centre for tribals

There have been no allocations made to Telangana in 2021-22, despite the Central government’s tall claims about extending socio-economic development assistance to tribals.

As a matter of fact, the Centre did not even release grants mandated by Article 275 (1) of the Constitution.

In accordance with Article 275 (1) of the Constitution, the Centre is mandated to provide States with a grant of 100 percent per year from the Consolidated Fund of India, which adds to state initiatives and efforts for tribal development.

Tribal Affairs Minister Arjun Munda informed the Lok Sabha on Tuesday that the Centre was implementing 12 schemes for tribal welfare under which funds are released to States. Over the last five years, it had gradually decreased the allocation of funds to Telangana under these schemes, and in the last couple of years, it did not release a single rupee.

As a result, the Centre, which sanctioned Rs 50.15 crore in 2017-18, cut the funding to Rs 25.17 crore in 2020-21 and did not release any grants in 2021-22.

The union government neglected tribal students by not releasing any funds for pre-matric scholarships to Telangana in the last three fiscal years (2019-20 to 2021-22).

The post-metric scholarship fund was reduced from Rs 180.31 crore in 2017-18 to Rs 75.03 crore in 2021-22. Nationally, post-metric scholarship allocations increased from Rs 1,463.86 crore in 2017-18 to Rs 2,256.81 crore in 2021-22.

Pradhan Mantri Adi Adarsh Gram Yojana (PMAAGY) funds have also been reduced by half from Rs 44.93 crores in 2017-18 to Rs 22.62 crores in 2021-22. In 2021-22, the funds for Particularly Vulnerable Tribal Groups (PVTGs) increased marginally from Rs 7.78 crore in 2017-18 to Rs 11.93 crore.

Telangana was discriminated against by the BJP government when it came to legitimate and rightful financial assistance, while BJP-ruled states like Gujarat, Karnataka, and Uttar Pradesh received assistance under the Smart Cities Mission it was zero for Telangana in the past three years.
