Telangana Assembly passes TSBPASS

The Telangana State Building Permissions and Self Certification Systems (Tsbpass) bill 2020 has been passed in the assembly today. Tsbpass 2020 bill aims to bring a more clear process and guarantee service within timelines with less official’s involvement.

while Introducing the Bill in the assembly, the minister of urban development and Municipal administration KT Rama Rao said that the Tsbpass is remarkable legislation in the history of TSBPASS Municipal reforms. This system is aimed at fast track building approvals with minimum documentation. The state government aims to ensure a transparent delivery for the citizen’s services in a fast manner.

KTR also said that this bill is first of its kind and it a fully automated, citizen-friendly, and completely transparent. Under this system, permission will be issued on time without any delay. It’s single-window permission for building permits without any human interface referring to the role of city planning teams, KTR also added that this bill will minimize with regard to the building approvals. They will from now on focus on the district’s urban master planning, road, and road widening.

KTR informed the state assembly that in the present DPMS system for building permission which was launched in 2014, ignoring the plot size, files were being processed and applicants had to wait for many months with random complaints on the officials.

While explaining the salient features of the Tsbpass bill, Telangana  minister KTR said that the post verification will be done within 21 days during this period of time the person applicant shall not start any construction activity on the land. This post verification process will be handled by the District level Ts-bpass committee which is chaired by the District Collector. Action will be taken on the officials for deemed clearance after 21 days of the period of time. Cancellation of registration certificate which id obtained through online registration will be done if any violation is found during the post verification, minister KTR added.

A regular structure has been set up which will be monitored by the state Tsbpass committee which is chaired by the principal secretary, MA&UD. As the same in the districts, it is monitored by the district level Tsbpass committee which is chaired by the district collector.
