The central government has significantly upgraded the security for Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat, elevating his protection from Z Plus to Advanced Security Liaison (ASL) level. This move aligns Bhagwat’s security with that of high-profile officials such as Prime Minister Narendra Modi and Union Home Minister Amit Shah.
The decision to enhance Bhagwat’s security was made recently by the Ministry of Home Affairs, following concerns about potential security lapses observed in certain states. Sources indicate that these concerns were based on inputs from various intelligence agencies, which suggested Bhagwat could be a target of anti-Indian groups.
Previously, Bhagwat was provided Z Plus security, which included protection from 55 commandos of the Central Industrial Security Force (CISF). This level of security involved round-the-clock protection and was considered among the highest security measures available. However, the shift to ASL security represents an even more stringent level of protection.

ASL-level security entails a comprehensive and coordinated security approach involving local agencies such as district administration, police, and health departments. Under ASL, a detailed inspection and clearance process will be conducted at any location Bhagwat plans to visit. A dedicated team will be dispatched to assess and secure the venue in advance, ensuring all safety protocols are met before Bhagwat’s arrival.
The enhanced security measures come in the wake of observed lapses and increasing threats. The Ministry of Home Affairs has directed all states and Union Territories to reinforce security measures accordingly. The CISF will now be stationed in advance at any location Bhagwat visits, ensuring tight security.
Mohan Bhagwat initially received Z Plus security in June 2015, a significant upgrade from earlier arrangements. The UPA government had previously approved Z Plus security in 2012, but at that time, the CISF faced challenges related to personnel and resources, which impacted the immediate implementation of these security measures.
Z Plus security involves the deployment of National Security Guard (NSG) commandos, who are among the most elite and rigorously trained in the country. These commandos are selected from central paramilitary forces and are known for their swift and effective response capabilities.
The transition to ASL security reflects the government’s commitment to addressing evolving security threats and ensuring the safety of key figures in the country.
