According to K Chandrashekhar Rao, the Centre undermines federal values, intends to weaken the States economically, and imposes indiscriminate taxation throughout the country.
In his address to the people, he urged them to remain vigilant and thwart disruptive forces that seek to incite religious hatred and communal division.
The Chief Minister addressed the people of the State after hoisting the national flag at Golconda Fort during the 75th anniversary of Indian independence on Monday. He said the architects of the Constitution of India established a federal structure that gave equal importance to the Centre and the States. However, the union government was destroying the federal spirit and attempting to centralize power.
As a result of taking decisions on subjects in the concurrent list without consulting the states, the union government is making a mockery of the Constitution. Following that, the States are pressed into implementing them. According to him, the farmers of the country took up agitation recently when the Centre wanted to enforce anti-farmer laws, forcing the Prime Minister himself to publicly apologize and withdraw the laws.
In his speech, Chandrashekhar Rao criticized the Centre for depriving the States of a fair share of 41% of the taxes the Centre collects. Combined with the cess and other indirect taxes, the Centre denied the States approximately 11.4% of its revenue in 2022-1923. Additionally, various restrictions are arbitrarily placed on the economic freedom of states. He also indicated that FRBM (Fiscal Responsibility and Budget Management) limits are being imposed by the Centre on loans taken by the States.
Defending Telangana’s debts, the Chief Minister told reporters that based on the Centre’s officials, Telangana has inherited a debt of Rs 75,577 crore from the undivided Andhra Pradesh following its formation in 2014, while its total debt for the years 2019-20 is Rs 2.25 lakh crore. Thus, the State government owed Rs 1,49,873 crore for capital investment in infrastructure and projects. In addition, Telangana ranks 23rd among 28 States in terms of its debt-to-GDP ratio.
Telangana has a debt-to-GDP ratio of 23.5% and its borrowings remain within the FRBM guidelines. A 50.5 percent debt-to-GDP ratio is, however, the nation’s burden. There are, however, some people spreading misinformation with malicious intent,” he said.
Among the concerns raised by the Chief Minister was that taxes were being imposed arbitrarily on milk as well as crematorium services, putting a burden on the poor and the middle class alike. According to him, the union government fails to fulfill its promises and runs away from its responsibility for public welfare.
In a strong statement, he condemned the Centre for painting welfare schemes as ‘freebies’. Inefficient government management has stunted economic development in the country. In reality, those in power at the Centre are dividing the people with hate politics in order to conceal their failures,” he said. During Chandrashekhar Rao’s time, India was a vibrant cosmopolitan society with different religions, cultures, languages, and regions, which was bolstered by the efforts of its founding fathers.
According to him, people holding constitutional positions were carrying out fascist attacks to end the peaceful coexistence India has enjoyed for generations.
“India is renowned around the world for its unity in diversity. However, disruptive forces have been trying to incite religious hatred and damage the nation’s peace and harmony. He urged citizens to stay vigilant and thwart these evil forces, including the intelligentsia, youth, and students. In his view, Telangana is making progress and the State government is giving importance to all sections of society for inclusive growth, he said. As he asserted, it was the responsibility of every citizen to protect the Ganga Jamuna Tehzeeb of the State, as Gandhi lauded it.
