In a move aimed at enhancing the accuracy, efficiency, and security of attendance recording, the Telangana Government has decided to implement a ‘Facial Recognition Attendance’ system across its Secretariat departments. The decision, announced by Chief Secretary Santhi Kumari on Tuesday, is expected to eliminate the need for manual attendance marking and streamline the process by verifying employees’ identities through facial features.
The new system will require employees to stand in front of a facial recognition device at designated entry points, where they will be required to look directly at the camera for a few seconds. The device will then recognize the individual’s face and mark their attendance automatically. This process will be used to record both the in-time and out-time of employees, ensuring a more efficient and secure method of attendance tracking.
The attendance system will apply to all regular Secretariat employees, including Circulating Officers, as well as outsourced staff whose pay, allowances, and remuneration are managed by regular Secretariat departments. The new system will be implemented starting from November 22, 2024, with registration of employees and outsourcing staff scheduled to begin that day.

Employees will be notified via text messages sent to their mobile numbers, which will include instructions for registration, including allotted slots, dates, and times. Regular staff will be required to bring their ID cards and the previous month’s pay slip, while outsourced staff must bring their ID cards and a copy of the same, attested by the respective Drawing and Disbursing Officer (DDO).
Face recognition devices will be installed in sufficient numbers at all key entry and exit points of the Secretariat building, as well as on each floor near the lifts and within departmental offices, to ensure comprehensive coverage. The installation and implementation will be in line with the Standard Operating Procedure (SOP) provided by the Information Technology, Electronics & Communication (ITE & C) department.
Despite the introduction of the new technology, all other provisions regarding attendance, as outlined in Chapter XX of the Secretariat Office Manual, will remain unchanged. All departments have been instructed to communicate these updates to their officers and staff, ensuring a smooth transition and the timely registration of all employees and outsourced personnel.
This technological shift is expected to reduce administrative errors, improve accountability, and optimize the attendance management system in the Secretariat, marking a significant step toward modernization in the state’s public administration.
