Hyderabad: Telangana Pradesh Congress Committee (TPCC) President N. Uttam Kumar Reddy has accused the TRS Government of cheating the government employees, teachers and pensioners.
In an open letter to the government employees, teachers and pensioners on Tuesday, Uttam Kumar Reddy said that the employees participated in the Telangana movement while risking their careers and future of their families. However, caretaker Chief Minister K. Chandrashekhar Rao did nothing for them and despite making several announcements, he dissolved the Assembly abruptly without fulfilling any of the promises.
He reminded that KCR, on May 16 this year, had promised that the State Government would review the salaries of government employees. The Chief Minister had assured to announce Interim Relief (IR) on June 2, State Formation Day. He had also announced the setting up of a new PRC with a mandate to submit its report a week before August 15 this year so the announcement could be made on Independence Day. These promises were broadcast live on more than 40 news channels. However, none of these promises were fulfilled causing huge disappointment to over 4 lakh employees and nearly 2.5 lakh pensioners.
Uttam Kumar Reddy alleged that KCR Government utilised the services of employees on 24×7 basis while introducing several schemes. But, the employees were never treated as part of the government anytime during the last four-and-a-half years. While KCR repeatedly called Telangana as the richest State, his government did not release the Dearness Allowance on time even once. He said just 0.1% of employees got promotion although it was promised for all on multiple occasions.
Similarly, Uttam Kumar Reddy said the employees were not given any benefit after the creation of new districts. Instead, the employees who used to get 20% HR were transferred to new districts and their HR was reduced to 12.5% – 14.5%. He said neither new posts were sanctioned nor the existing posts were upgraded. He said pensioners remained neglected and they were also denied appointment by the CM over 100 times. No efforts were made to bringing unanimity in the pay scales of employees and teachers, he said.
The TPCC Chief alleged that the representatives of teachers’ unions of State, District and Mandal levels were invited for talks at Pragathi Bhavan and they were humiliated by making them stand at gate for over two hours. He said two TNGO leaders and one leader each from Gazetted Officers Union and Teachers’ Union were bribed by giving political posts. By doing so, KCR conveniently cheated all employees, teachers, out sourcing and contract employees by not fulfilling a single promise.
Uttam Kumar Reddy reminded that the previous Congress Government led by the then Chief Minister K. Rosaiah had given a PRC of 39% which was later increased to 43%. He said despite waiting for the last four-and-a-half years, the employees got no PRC by TRS Government. Similarly, the Rosaiah Government had given 27% Interim Relief (IR). However, he said KCR Govt did not release even 1% IR to employees and pensioners and it dissolved the Assembly.
The TPCC Chief also pointed out TRS Government did not allot any land for housing to employees and teachers. He said huge injustice was done by not permitting registration of land allotted by previous Congress Government led by Dr. Y.S.Rajasekhara Reddy to teachers and employees. He said previous Congress had allotted prime land worth thousands of crores at Gachibowli, Teknampur, Shamirpet, Sangareddy, Khammam and Warangal. However, TRS Government did not allot a single plot to any employee or teacher.
Uttam Kumar Reddy said regularisation of lakhs of contract, outsourcing and daily wages workers was one of the major promise made by KCR in 2014 elections. However, by citing court cases as the reason, their services were not regularised. He said previous Congress regime had introduced a good health scheme in 2009. After TRS came to power in 2014, it gave huge publicity to 4 Wellness Centre. But those centres have no medical infrastructure, specialists or medicines.
The TPCC chief said that more than two lakh posts in government departments and schools across the Telangana State are still vacant. Telangana became a reality due to the struggle and sacrifices made by youth and students. But the TRS Government has pushed their future in dark by cheating them.
Uttam Kumar Reddy accused KCR of playing with the lives and careers of employees, teachers, outsourcing and contract employees, students and youth in the name of ‘Bangaru Telangana’. During the statehood movement KCR had visited all universities promising one job for every household so as to exploit the youth. But today, he said KCR had no face or even courage to step into any university, he said.
“In order to participate in Centenary Celebrations of Osmania University, KCR did intense lobbying for almost 20 days and hype was created that one lakh vacancies would be filled in one month. Once the event was over, KCR indulged in cheap politics by not standing by his words,” he said while urging the employees, jobless youths, pensioners, out sourcing and contract workers to crush the TRS in next elections.
Uttam Kumar Reddy promised that the next Congress Government would scrap the Contributory Pension Scheme with immediate effect and restore the Old Pension system so as to protect the interest lakhs of employees and teachers. Further, he said notifications would be issued for recruitment and land allotments. He said that the past glory of all departments could be restored only by the Congress Government. (NSS)
