Maulana Shahabuddin Razvi, the National President of All India Muslim Jamaat, has extended full support to the Waqf (Amendment) Bill, 2025, describing it as a crucial and progressive step toward the socio-economic upliftment of marginalized Muslims in India. The Bill, recently passed by both the Lok Sabha and Rajya Sabha, seeks to introduce reforms in the management of Waqf properties, ensuring that their benefits reach the underprivileged sections of the community.
In his first public statement following the passage of the Bill, Maulana Shahabuddin praised the efforts of the Modi government, stating that the legislation is not harmful to common Muslims but instead targets Waqf land mafias who have unlawfully occupied valuable properties.
“The Waqf Amendment Bill does not harm common Muslims, it will benefit them. The only ones who stand to lose are the Waqf land mafias who have illegally occupied valuable land,” the Maulana clarified.

He emphasized that the primary goal of the amendment is to protect and empower the poor, particularly those who struggle to afford quality education for their children. The revenue generated from properly managed Waqf properties, he said, would be channeled into education, welfare programs, and institutions serving the Muslim community.
“The income from Waqf land will be used for the benefit of poor Muslims, helping children from low-income families get a better education, and assisting orphans and widows in their development,” he stated.
Maulana Shahabuddin also reassured the community that the Bill poses no threat to religious institutions, including mosques, madrasas, Eidgahs, cemeteries, and shrines.
“These religious institutions will remain unaffected. The government will not interfere with them in any way,” he affirmed.
The Maulana issued a strong warning against divisive political narratives, urging Muslims not to be misled by those spreading fear and misinformation for political gain.
“Some politicians are misleading Muslims for their own interests. I appeal to the Muslim community to not fall for their provocations,” he said.
The Waqf (Amendment) Bill, 2025 was passed after intense debate in the Rajya Sabha, where it received 128 votes in favor and 95 against. Earlier, it was approved in the Lok Sabha following nearly 12 hours of deliberation.
Drawing a comparison with the Citizenship Amendment Act (CAA), Maulana Shahabuddin recalled how political leaders had previously fueled baseless fears among Muslims. He pointed out that despite widespread apprehensions, no Muslim lost citizenship under the CAA, and instead, many were granted it.
“When the CAA law was introduced, Muslims were misled into believing that their citizenship would be revoked. However, after its implementation, it became clear that no Muslim in India lost their citizenship,” he remarked.
The Maulana’s endorsement of the Waqf (Amendment) Bill adds a significant voice in favor of the legislation, which is being positioned as a long-overdue reform to reclaim Waqf assets from misuse and ensure their utilization for community development.
