Madhya Pradesh Director General of Police (DGP) Kailash Makwana has said that the rising incidents of rape in the state are not just a law and order issue but reflect a deeper societal crisis driven by technology, alcohol, and the erosion of moral values.
Addressing a divisional review meeting in Ujjain, DGP Makwana pointed to easy access to mobile phones, the internet, and obscene content as key contributors influencing young minds negatively. He stressed that the situation has been worsened by the growing consumption of alcohol and a noticeable decline in discipline within families and educational institutions.
“There are many reasons behind the rise in such incidents,” Makwana said. “But in my view, easy access to mobile phones, the internet, obscene material, and alcohol are playing a significant role. The ability to connect with anyone at any time has further aggravated the situation.”

Highlighting the impact of explicit online content, he added, “The kind of obscenity served on the internet is distorting young minds from an early age. This is undoubtedly one of the main reasons behind the increase in rape cases.”
Makwana lamented the gradual erosion of moral supervision at home and in schools. He noted that children no longer consistently listen to their parents or teachers. “Earlier, children used to feel shame and respect authority, but that sense of discipline is disappearing. Even within homes, people are no longer keeping a close watch on each other,” he remarked.
The DGP clarified that curbing such crimes cannot be left to the police alone and called for collective responsibility. “To say it’s solely the police’s responsibility is not feasible,” he said, urging families, schools, and society at large to reflect on their role in addressing the problem.
Speaking to the media later, Makwana reiterated that rising rape cases are strongly linked to the growing availability of obscene content online and a general decline in moral and social values.
