Hyderabad: After approval of Road Development Plan (RDP) and preparation of Individual Sketches, private negotiations are held with the property owners and consents are obtained for either payment of compensation or allowing setback concessions in Building permission or Issue of TDR Certificate. In majority of the cases, GHMC has been a role model in acquiring the properties through Private Negotiations, which has resulted in speedy acquisition of properties and reduction of time lines in handing over the possession of the property for grounding of projects.
In cases, where private negotiations are not concluded, the Land Acquisition (LA) process is initiated. The Land Acquisition Unit in GHMC is headed by a Spl. Grade Deputy Collector rank officer and the LA unit after verification of the title, issue notification for Land Acquisition after following the procedure as per LA Act 2015, award is passed. Thereby, the compensation is arrived and property is acquired after payment of compensation. In case of any objection or non-acceptance of compensation, the same is deposited in the Court and the property is taken over by LA Section.
The Issue of TDR certificate is also a great boon to the property owners who are willingly coming forward to hand over the affected portion while receiving TDR Certificate.
There is also a great demand for the utilization of TDR certificate. It is also pertinent to mention here that after the increase in the value of TDR certificate being issued to 400% (as per G.O Ms. No.330, Dt:28.12.2017) for properties affected under Master Plan road widening, there has been a significant increase in the issue of TDR Certificates. During last one year alone 323 number of TDR certificates have been issued as compared to 115 during last 10 years.
There is proper coordination and no disparity ever between the Engineering and Town Planning wings and regular review meetings are held between both the wings including Land Acquisition Wing, where property wise status is reviewed. The properties which are identified as critical by the Engineering team are taken up for acquisition on priority, so as to expedite the completion of project.
Coordination meetings are also held with Engineering, Town Planning and Land Acquisition Wings, which are chaired by Commissioner and the issues are discussed and resolved. The minutes of such meetings are recorded and followed up. During last (6) months, Commissioner has held (8) review meetings exclusively on SRDP Project where Engineering, Town Planning and Land Acquisition Officers are present.
In respect of matters pertaining to Inter Departmental issues such as shifting of utilities, handing over of affected properties, etc., the same are discussed in the bi-monthly / monthly convergence meeting held and got resolved. With the active coordination of Engineering and Town Planning Wings, the acquisition of properties were taken up and the projects wing of GHMC has completed the following projects: Vehicular Underpass (VUP) at Ayyappa Society Junction Mind Space Junction , Chintalkunta Check post Junction , Kamineni Hospital LHS Flyover , LB Nagar LHS Flyover , Rajiv Gandhi Flyover. Further, the following projects are in advanced stage of completion: LB Nagar & Surroundings-Package-II in LB Nagar RHS Flyover & Underpass (NSS)
