Telangana Prepares for Implementation of 3 New Criminal Laws from July 1

Telangana has put in place all necessary measures to implement the three new criminal laws — Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam — which will come into force from July 1, a senior official stated.

The official mentioned that the translation of these new legislations is in the advanced stage and is expected to be completed before the deadline. Notification drafts are ready and will be issued in the next few days to ensure the smooth implementation of the new laws. Teams have been constituted at various levels to oversee the implementation as per the Central government’s plan.

“Notification drafts have been prepared, and in the next few days, they will be notified so that the new laws are operational from July 1. We are proceeding according to the program,” the senior official of the Home Department said.

Training sessions were organized for police officers, and a workshop was conducted at the Telangana State Police Academy to brief IPS officers across Telangana on the new criminal laws. Officers were sensitized to the spirit of the new laws.

“We have made all the preparations and conducted training programs for police officers and other officers in the criminal justice system. They are prepared,” he added. Special teams were created to train personnel and prepare study materials, including apps to help understand and compare the previous and new laws.

Study and reference materials have been shared with all field officers. Teams of prosecutors have prepared SOPs and guidelines, which have been circulated to ensure proper implementation of the new laws.

The Telangana Chief Secretary recently held a coordination meeting with departments such as health, prosecution, and law, along with other stakeholders.

The Bharatiya Nyaya Sanhita Bill was first introduced in the Lok Sabha on August 11 last year, along with the Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam Bills. These three Bills seek to replace the Indian Penal Code, 1860, the Code of Criminal Procedure Act, 1898, and the Indian Evidence Act, 1872, respectively.

The three laws received Parliament’s approval on December 21 last year, and President Droupadi Murmu gave her assent on December 25. According to three identical notifications issued by the Union Home Ministry, the provisions of the new laws will come into force on July 1.
