Under a new regime, the Centre is planning to introduce a unique identification number but not for humans this time. A 14-digit figure will be allotted to every plot of land in India, The Hindu reported, adding that the plan will be implemented across the country within one year.
This database for all lands will be added to the revenue court records and bank records. Aadhaar numbers can also be integrated on a voluntary basis.
The proposal was presented in a parliamentary standing committee report that was sent to the Lok Sabha. Submitted last week, this plan becomes a part of the Digital India Land Records Modernisation Programme (DILRMP) that started in the year 2008 and expanded the list of proposals included multiple times.

As per the newspaper’s report, the Department of Land Resources said that the ULPIN scheme (Unique Land Parcel Identification Number) has been put into implementation in 10 states already. It is expected to roll out in the rest of India by March 2022.
In a part of the same, the scheme launched in Odisha on Wednesday.
The Hindu quoted an official saying that this ULPIN will be the “Aadhaar for land”, to be used to stop the growing problems of land fraud.
The department was quoted saying the parliamentary panel, “This Department has taken new initiatives under the programme like NGDRS [or the National Generic Document Registration System], ULPIN, linking of the court to land records, integration [of] consent-based Aadhaar number with land records, etc. which necessitated its [DILRMP’s] further extension beyond 2020-21 till 2023-24.”
The report presented in the parliamentary panel also contains the expenses for the planned scheme. Rs 3 would be charged for linking each land record with Aadhaar number by using ULPIN.
Meanwhile, authenticating and feeding the Aadhaar data of the land owner will cost Rs 5 for every land.

A modern land record room will require Rs 50 lakhs for construction in every district while Rs 270 crore will be needed to integrate land records with Revenue Court Management System.
