Akbaruddin Owaisi sworn in as pro-tem speaker – What are his responsibilities?

Hyderabad: On Saturday, Akbaruddin Owaisi, an MLA from AIMIM, became the pro-tem speaker of the Telangana Legislative Assembly. He took the oath at Raj Bhawan, Hyderabad, in the presence of Telangana Governor Tamilisai Soundararajan, who administered the oath. Telangana Chief Minister Revanth Reddy also attended the ceremony.

Governor Soundararajan had appointed Akbaruddin Owaisi as the pro-tem speaker on Friday, before the first session of the third Telangana State Legislative Assembly that was scheduled for Saturday.

Responsibilities of pro-tem speaker The term “pro-tem” comes from a Latin phrase that means “for the time being.” The pro-tem speaker has a temporary role.

Akbaruddin Owaisi, as the pro-tem speaker, will have the following responsibilities:

Give the oath of office to the newly elected MLAs on the first day of the Assembly session. Oversee the election of the speaker of the Assembly.

Why was Akbaruddin Owaisi chosen as pro-tem speaker?

The Indian Constitution does not use the term ‘pro-tem speaker,’ but Article 180 (1) says that when the speaker or deputy speaker posts are vacant, the Governor can appoint ‘any member of the Assembly’ to perform the duties.

Akbaruddin Owaisi was selected for the post because he is the senior-most member of the Assembly. He has been an MLA for the sixth time, representing the Chandrayangutta Assembly constituency since 1999.
