Hyderabad witnessed a large-scale protest on Friday as the Bharat Rashtra Samithi (BRS) organized a dharna at Dharna Chowk, demanding a caste census at the national level and enhanced reservations for Backward Classes (BCs) in local body elections. The protest, led by BRS MLC Kalvakuntla Kavitha, coincided with the birth anniversary of social reformer Savitribai Phule, whose legacy was invoked to highlight the historical marginalization of BC communities.
Addressing the gathering, Kavitha called on the central government to conduct a caste census, emphasizing its importance in ensuring fair representation and welfare for BCs. She also demanded that the Telangana government implement 42% reservations for BCs in local body polls before moving forward with the elections.
“We demand the BC declaration and 42% reservations to BCs in local body polls. The state government should only proceed with elections after ensuring these reservations,” Kavitha said. Several BC organizations from across the state joined the protest in solidarity.

Kavitha also took aim at the Congress party, accusing it of neglecting BC issues historically. She cited instances like Jawaharlal Nehru’s dismissal of the Kaka Kalelkar Commission report and delays in implementing the Mandal Commission recommendations during Indira Gandhi’s tenure.
Reiterating BRS’s commitment to BC welfare, Kavitha reminded attendees of the Kamareddy declaration made during last year’s Assembly elections. The declaration included promises to increase BC reservations in local bodies from 23% to 42% within six months of forming the government and to establish a Mahatma Jyotiba Phule BC sub-plan with statutory status. The sub-plan was pledged an allocation of ₹1 lakh crore over five years for BC welfare initiatives.
“The protest will continue until the central government conducts a caste census and the state announces the BC declaration along with 42% reservations for BCs,” Kavitha affirmed.
The demonstration highlighted growing demands for greater representation and welfare measures for BC communities in Telangana and across the country. With several organizations rallying behind the BRS, the movement has added momentum to the broader push for social justice and equity.
