Model Code of Conduct: Ensuring Fair and Peaceful Elections in Five Indian States

The Model Code of Conduct has been implemented in five states where elections are due to take place next month: Chhattisgarh, Mizoram, Madhya Pradesh, Rajasthan, and Telangana.

Meetings and Processions: Organizers of meetings and processions must notify local authorities in advance, follow any limitations, and cooperate to avoid collisions with the events of other parties. Processions should be structured to minimize traffic interruption and to adhere to police orders.

On election day: parties should comply with election officials, give identity badges to authorized employees, and refrain from selling or distributing alcohol. They should also avoid clustering near voting places to avoid clashes.

Polling Places: Only voters with proper passes are permitted to enter polling places.

Observers: The Election Commission hires observers to examine particular concerns or difficulties with election administration.

Government Announcements: Beginning with the announcement of elections, ministers and other officials are barred from declaring financial gifts, laying foundation stones for projects, or making pledges that may sway voters in favor of the party in power.

Use of Official Resources: The ruling party should avoid from exploiting official resources for election campaigning and guarantee that all parties have equal access to public spaces.

Manifestos for Elections: While political parties have the freedom to issue manifestos, they must not make any promises that contravene constitutional values or unfairly influence voters. Manifestos should be distributed outside of the prohibited periods.
