Municipal Administration and Urban Development Minister KT Rama Rao stated that the State Government has spent a staggering Rs.15,690 crore in 141 Urban Local Bodies, excluding Greater Hyderabad, over the last eight years.
Telangana may be the only state that has spent Rs.15,690 crore on ULBs and completed various projects such as Pattana Pragathi, Swachh Bharat Mission, CM assurances, Mission Bhagiratha, State Finance, and others, according to the Minister.
The Central Government’s awards to Telangana’s ULBs reflect the State Government’s good work. Telangana received 26 awards in the Swacch Survekshan rankings this year. Similarly, in the four-star category of the Swachh Survekshan Grameen for December 2022, the top three are Rajanna Sircilla, Karimnagar, and Peddapalli, he said.
Appreciating the officials, particularly Commissioner and Director (Municipal Administration) N Satyanarayana, the Minister stated at a workshop on Pattana Pragathi here on Thursday that details of Rs.15,690 crore spent on various projects would be shared with all elected public representatives during the next Assembly session.
“The idea is to deliver transparency and accountability,” Rama Rao explained.
It isn’t just about the money. Municipal administration is not always about money, and governance is not always about spending money. He stated that the goal is to bring reformative legislation.
Telangana is the only state that has implemented the TS-bPASS program. Since the inception of this building approval system, 1.70 lakh applications (excluding Hyderabad) have been received and processed.
“No other State government has brought in such legislation, which helps citizens in getting building plan approval in a transparent manner”, the Minister said.

The Minister specifically directed the Additional Collectors (ULBs) to discuss TS-bPASS with local town planning officials in order to address any issues that may arise.
“Please come up with suggestions or amendments, which will make the system more citizen-centric and make things easy for them,” said Rama Rao.
The Minister stated that TS-bPASS is ranked first in the MAUD department’s 10-point program. Address any system flaws that may exist. Please suggest any amendments to the Municipal Act, such as TS-bPASS, if it helps in providing good service to the citizens, he asked the officials.
“My commitment is to make Telangana’s MAUD a role model to other States,” said Rama Rao.
Municipal Commissioners, Additional Collectors (ULBs), and Municipalities that carry out innovative works in city innovation and city greening will be recognized and felicitated at the next Pattana Pragathi program, which will be held on February 24. Aside from awards, the best performing ULBs would receive incentives.
