Aiming to prevent untoward incidents, GHMC bans cellar excavation during monsoons

According to the latest reports, the Greater Hyderabad Municipal Corporation (GHMC) banned the excavation of new cellars in the city on Monday for the duration of the upcoming monsoon season.

To avoid untoward incidents during the monsoon season, the GHMC Commissioner has directed the GHMC Town Planning Wing to inspect construction sites in Hyderabad and identify structures where cellars have been excavated.

The GHMC officials will also inspect the sites where cellar excavations are taking place, and notices will be issued immediately to take up safety measures, in addition to verifying the cellar setbacks and ensuring they are built in accordance with the sanctioned building plan.

Immediate safety measures include soil strengthening, retaining wall construction, barricading, and ensuring that water does not become stagnant in the cellars.

In the event that the notice is not followed, action will be taken to halt further work, and GHMC officials will initiate the process to revoke the building permits granted, cancel the builder’s license, and file a criminal negligence case against them.

According to the GHMC order, if the cellar is already dug and work is not in progress, the safety of the surrounding structures must be checked and precautionary measures implemented. At such sites, cellars should be closed immediately, and debris should be transported to a Construction and Demolition (C&D) waste recycling plant.

As part of monsoon preparation, special attention should be paid to areas with sloppy terrain, rock-cutting sites, and the possibility of land slide. The orders stated that if necessary, GHMC officials should relocate the people who live below the sloppy terrain.
