Everything you need to know about Telangana Budget 2022-23

Telangana Finance Minister T Harish Rao presented Rs 2,56,958.51 crore Budget for the year 2022-23 in the State Legislative Assembly. The budget is approximately Rs 26,000 crore larger than that of 2021-22.

Revenue expenditure would be Rs 1,89,274.82 crore and capital expenditure will be Rs 29,728.44 crore of the total projected cost.

The Finance Minister, as expected, allocated a huge Rs 17,700 crore for 2022-23 for the flagship programme – Dalit Bandhu, which will provide financial support of Rs 10 lakh for every SC household for self-employment.

Pattana Pragathi has a budget of Rs. 1394 crore.

Palle Pragathi has a budget of Rs. 3330 crore.

Telangana government waives crop loans up to Rs.75,000 in 2022-23

Harish Rao also tweeted, “The State budget of 2022-2023 is a testimony of CM KCR’s determination & commitment to empowering every single citizen of Telangana. This budget represents the aspirations of people & all the sectors. #TelanganaBudget2022, we are proposing a total expenditure of Rs.2,56,958.51 cr.”

More Basti Dawakhanas in Hyderabad and throughout Telangana

Finance Minister T Harish Rao stated in the budget that the government has begun work to create 94 new Basti Dawakhana in the HMDA area.

Hyderabad will have 350 Basti Dawakhana, according to Chief Minister K Chandrashekhar Rao. Currently, 256 Basti Dawakhana is in operation, providing free medical services as well as 57 various sorts of tests, in addition to delivering free medicines.

The government has decided to open an additional 60 basis Dawakhanas across municipal corporations and municipalities.

GHMC in the Budget: 30 new flyovers, significant investment in sewage and water supplies

The Greater Hyderabad Municipal Corporation has received significant funding in the State budget.

The emphasis is on infrastructure development, which will include the completion of another 30 flyovers and 18-foot overbridges, as well as the inauguration of a few already constructed ones.

A total of Rs.3,866 crores will be spent to clean Hyderabad’s wastewater, and service roads around the Outer Ring Road will be upgraded at a cost of Rs 387 crore.

Regarding the efforts taken to improve the drinking water supply in the city and its outskirts, Rao stated that the Sunkishala project was undertaken with a Rs 1,450 crore cost. In the budget, a provision of Rs. 725 crores were suggested for this purpose.

Telangana has announced the establishment of medical institutions in all of the districts

Telangana’s government plans to build medical institutions in all of the state’s districts. While presenting the state budget for 2022-23, Finance Minister T Harish Rao stated that the new medical colleges will cost Rs. 1,000 crores.

“I’m bringing excellent news to the citizens of the state. K Chandrashekhar Rao, the State’s Chief Minister, has declared that all districts shall have government medical colleges. These would be put in place over the next two years. We want to open eight new medical colleges this year at Asifabad, Bhupalpally, Vikarabad, Sircilla, Janagaon, Kamareddy, Karimnagar, and Khammam.

In 2023, new medical colleges will be created in the remaining eight districts, namely, Medak, Medchal, Ranga Reddy, Mulugu, Warangal, Narayanpet, Gadwal, and Yadadri are among the cities. The government proposes to spend Rs 1,000 crores on the building of new medical colleges,” Harish Rao stated in his budget speech.

The Finance Minister also announced the KCR Nutrition Kits initiative, which will be implemented in nine districts, including Adilabad, Komaram Bheem Asifabad, Bhadrachalam Kothagudem, Jayashankar Bhupalpally, Kamareddy, Vikarabad, Mulugu, Jogulamba Gadwal, and Nagarkurnool, to combat anaemia in lactating mothers.

Home Department receives a budget of Rs.9,315 crore

For the fiscal year 2022-2023, the State government has proposed allocating Rs. 9,315 crore to the Home Department.

Finance Minister T Harish Rao stated that Chief Minister K Chandrashekhar Rao thinks that “if the innocent are to be safeguarded, the guilty must be punished.”

He stated that the police force began to use cutting-edge technology in its operations and that a considerable number of contemporary cars were handed to the officers. Administrative reforms were implemented, including the formation of seven new police commissionerates, ten new police districts, 25 new police subdivisions, and 31 circles. “A sum of Rs. 75,000 is granted per police station per month to fulfil various expenditures in Hyderabad,” he said.

The Minister stated that the 28,288 vacant positions in the police department were filled in the last six years, and a 33% reservation for women was provided in jobs.

A total of 8.8 lakh closed-circuit cameras were placed in the state to increase surveillance and aid in the scientific detection of crimes. “Telangana is the only state with such a high number of CCTV cameras deployed, and Telangana claims credit for this one-of-a-kind initiative,” he said.

Telangana will establish a Women’s University and transform Forest College into a university

The state government plans to create the state’s first women’s university. T Harish Rao, Finance Minister, declared this in the State budget The government has proposed Rs.100 crore in the budget for the establishment of Women’s University.

The Finance Minister stated in his budget statement that the State administration believes that women must be at the forefront of higher education as well.

Aside from that, the State Government has chosen to transform Mulugu’s Forest College and Research Institute into a Forest University. A total of Rs.100 crore has been suggested for this purpose.

Hyderabad Metro receives a budget allocation for Old City and Airport

Finance Minister T Harish Rao stated in the Assembly that the state government is taking all necessary steps to extend the Hyderabad Metro in conjunction with the concessionaire, L&T Hyderabad Metro Rail Limited.

Aside from that, the budget has allocated Rs.1,500 crore for the Hyderabad Metro Rail Project, Rs.500 crore for Airport Metro connectivity, and Rs.500 crore for Old City Metro connectivity.

Telangana government allocates Rs 3,497 crore for ‘Mana Ooru-Mana Badi’ 

The government has allocated Rs 3,497 crore for the ‘Mana Ooru-Mana Badi’ programme, while the same scheme is being implemented as ‘Mana Basti-Mana Badi’ in cities. The programme proposes to establish schools in the state in three phases at an estimated amount of Rs 7,289 crore. At a cost of Rs 3,497 crore, the government would build 9,123 schools in the first phase, using a mandal as a unit.

The government intends to provide 12 types of basic amenities to schools through ‘Mana Ooru-Mana Badi,’ which include the implementation of Digital Education, electrification, drinking water supply, furniture, school repairs, painting, green chalkboards, retaining walls, kitchen sheds, the building of extra classrooms, dining halls in high schools, and toilets with water facilities.

Telangana government to provide Rs 3 lakh to people with plots for 2 BHK construction

Telangana government will now provide Rs 3 lakh with each to individuals who own plots for the construction of double bedroom houses, said minister Harish Rao while presenting the budget in the assembly.

He stated that the money will be distributed to 3,000 houses in a constituency, of which 3,57,000 will be under MLAs and 43,000 will be under the Chief Minister.

The minister went on to say that the government is also providing 100% subsidized 2 BHK houses to the poor. A total of 2,91,000 houses were sanctioned, with 1,70,000 built and the remainder under construction.

The irrigation sector gets Rs 22,691 crore

Finance Minister T Harish Rao said that the State government allocated Rs.22,691.59 crore for the irrigation department.

T Harish Rao also said to provide irrigation facilities to Palamuru-Rangareddy districts, the government has taken up the Palamuru-Rangareddy lift irrigation scheme with an outlay of Rs.35,200 crores.

To ensure the availability of funds, the project is linked to Kaleshwaram Corporation. To date, an amount of Rs.18,500 crore has already been spent on the project.

Works relating to Devadula Sagar, Sitarama Sagar, Seethamma Sagar, Chanaka Kornata projects are going on at a quick pace.

The government was in the process of calling for tenders for the projects – Wardha barrage, Kupti, Chennuru, Nalgonda and Gattu lift irrigation schemes of Gadwal district, and Vikarabad-Ranga Reddy lift irrigation scheme.
