As per the latest reports, the Telangana Employees Association staged a protest near Indira Park in Hyderabad on Monday, demanding the immediate revocation of Government Order (GO) 317 and the regularization of Junior Panchayat Secretaries. The employees association’s Chief Secretary also joined the protest, which was organized to seek relief for state employees.
Chilagani Sampat Kumar, the state president of the Telangana Employees Association (TEA), has requested the government to reinstate Field Assistants who worked under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA). He also urged a reduction in the workload of Panchayat Secretaries.

The state employees association demanded that the PRC pay scale, which was notified by Chief Minister K. Chandrasekhar Rao at the state Assembly in September 2020, be implemented. He also asked the government to resume regular transfers and promotions in the departments of Revenue and Education, which had been suspended for a long time.
They also demanded the state government to discharge the pending PRC arrears for April and May 2021 this year, citing the PRC Government Order (GO).
Protest against GO 317 in the past
Hundreds of teachers in the state had also staged a ‘maha dharna’ in Indira Park on 9th February, demanding that the government make changes to Government Order (GO) 317 on employee transfers. They had claimed that police refused permission for the dharna and arrested teachers who arrived at the location to demand justice for the GO 317 victims.
What is GO 317?
The GO, pertaining to Telangana Public Employment, has established a zonal structure for employment allocation. The new system was established after Telangana was reorganized into 31 new districts from 10 in 2016, and new districts such as Asifabad, Bhupalapally, Mancherial, and others were created.

The District Collector and the concerned Head of Department in that district shall be part of the allotment committee that decides on jobs and transfers for district cadre positions, according to the GO. The Principal Secretary, Special Chief Secretary, Head of the Department, and Senior Consultant to the government would make the decision for zonal and multizonal appointments.
