Hyderabad: Chief Secretary Dr S K Joshi today directed the officials to formulate District-wise action plans for solid waste management keeping in view the requirements of urban local bodies and major gram panchayats.
At a review meeting on solid waste management 2018 rules, the CS asked the officials to adhere to the National Green Tribunal guidelines and ensure that dumping yards are maintained in a scientific manner. He said the district Collectors should identify suitable sites for setting up dumping yards in their respective districts. He said the detailed project reports for all the erstwhile 72 municipalities are ready and asked the officials to prepare the detailed project reports for the remaining 68 municipalities. He directed the officials to submit the proposals for funds for implementing the solid waste management rules 2016.
The Central funds and XV Finance Commission funds should also be obtained, he said and suggested that the Panchayat Raj Commissioner should be included in the State-level committee on the implementation of solid waste management rules. Priority should be given for scientific capping of dumping yards, he added. Municipal Administration Principal Secretary Arvind Kumar briefed the meeting about the 1st meeting of Regional Monitoring Committee (South) under the chairmanship of Justice P. Jyothimani on implementation of orders of National Green Tribunal on Solid Waste Management rules, 2016 convened at Chennai.
He said the issues relating to solid waste managements and best practices in the southern States were discussed in the meeting. The best practices taken up in the State of Telangana, including improvement in sanitation through Swachh Autos in GHMC, capping of Jawahar Nagar dump yard, introduction of e-autos for door-to-door collection, signing an MoU with QCI (Quality Control of India) to monitor Implementation of SWM Rules, he said, adding that Telangana is the only State in the Country to have introduced a policy on Faecal Sludge & Septage Management and also bring out its own policy in Solid Waste Management. He said steps are being taken to implement NGT guidelines in coordination with PCB and Municipal department. Proposals for funds will be submitted, he added.
Special Chief Secretary Ajay Mishra, Pollution Control Board Member-secretary Sathyanarayana Reddy, CDMA Dr T K Sridevi, EPTRI DG Kalyan Chakravarthi and other officials attended the meeting. (NSS)
