Hyderabad traffic police to file FIR against motorists with illegal horns

3,320 motorists in Hyderabad were fined Rs. 1,000 for using illegal air horns that are prohibited. They were removed from the vehicle and seized as well.

AV Ranganath, the Joint Commissioner of Police (Traffic), announced that FIR will be filed in court against those in possession of such vehicles. “From June onward, they will also be prosecuted,” he said.

On May 10, the traffic police launched a campaign to combat noise pollution caused by the prohibited use of horns in the city.

In accordance with the Central Motor Vehicles Rules, 1989, no motor vehicle shall be equipped with any illegal horn giving a succession of different notes, or with any other sound-producing device giving an unduly loud, shrill, or alarming sound, he said.

The ‘Rule 119 of CMVR, 1989’ states that “every motor vehicle shall only be fitted with an electric horn. The Indian Motor Vehicles Act, 1988 prohibits altering motor vehicles from the ones originally specified by the manufacturer, and anyone violating noise pollution standards will be punished under Section 190(2) of the MV Act, 1988,” Ranganath explained.

In February 2022, the High Court of Telangana ordered the police to remove the prohibited dual-toned horns, sirens, and hooters and to take appropriate action against violators. Violations will continue to be investigated and cases will be booked against the violators by the traffic police.

Hyderabad Traffic Police also plans to use acoustic cameras to detect vehicles honking beyond allowed limits, thus reducing needless honking and resulting sound pollution.

The acoustic camera was tested by AV Ranganath and other top police officials at the main police control room crossroads.

The Joint Commissioner previously investigated the legal and technological implications of using an audio camera to enforce honking violations. During a demonstration, the German company Acoem Group described how acoustic cameras can identify honking vehicles.
