He said that he was well acquainted with the leaders of the party from Mandal, Assembly Constituency level to district level in all the 119 Assembly Constituencies of the state. He said that he is thankful to all of them for the love and affection they have shown towards him.

He informed that Congress president Sonia Gandhi has appointed new PCC President, Working Presidents, Senior Vice Presidents, and Chairman and Conveners of Campaign Committee, Elections Management Committee and AICC Programme Implementation Committee for Telangana State. He congratulated the new team.

He said that the Congress party in Telangana has a good presence in all the 12,765-gram panchayats and 141 municipalities largely because of the sweat, blood and tears of crores of ordinary workers over the last several decades. “On the occasion of handing over the post of Congress party President of Telangana state, I salute the lakhs of Congress workers who have made huge sacrifices of lives and property and endured every type of government and police harassment over several decades in earlier TDP and present TRS governments,” he said.

As has always been the case, he would be available round the clock in person or on a mobile phone to receive any calls from any Congress worker in Telangana for assistance, help on any issue.

He informed me that he would be leaving for Bengaluru for 10 days for admission to Jindal Nature Cure Centre. Later he would participate in the Monsoon session of Lok Sabha, starting from July 19.

He said that Telangana has been formed to have a rightful share in the river waters. He said that Telangana is now meted out more injustice than during the combined Andhra Pradesh period in sharing of river waters due to the negligence of the TRS government. He said that Bharatiya Janata Party and Telangana Rashtra Samithi led governments at the Centre and state levels respectively are directly responsible for this sorry state of affairs.
He said that the Andhra Pradesh government has taken up works to raise the capacity of Pothireddypadu Lift Irrigation scheme from 40,000 cusecs to 88,000 cusecs and intending to draw about 8 TMC of water from Krishna River. It has also taken up Sangameswara LIS to draw about another three TMC of water. On the whole, Telangana was set to lose about 11 TMC of water which comes through gravity.

He said that Chief Minister K Chandrashekara Rao has failed to stop the works of these two irrigation projects and he does not have the moral right to continue in the office.

He said that like nowhere in the country Andhra Pradesh has been taking away about 11 TMC of water from Krishna River which belongs to Telangana. He said that due to AP’s LIS schemes, the command area under Nagarjuna Sagar would go dry and CM KCR would be responsible for that.

He said that about Rs 10,000 crores per year would be needed to maintain the project. He said that he would raise this issue in Parliament.

He said that Telangana has occupied the number one position in terms of higher per-person debt growth in the country in the past seven and half years. This would lead to financial distress in the state.

He said that he has taken up this issue to the notice of 15th Finance Commission chairman NK Singh in the past. He said that apart from direct borrowings, the Telangana government has borrowed a lot through corporations. He wanted to know from the Centre whether it was legal.

He said that the government has indulged in excess estimates of the irrigation projects and leaders of the government have taken 8 per cent commission from the contractors. He said that he has been stating this on the record and he would raise this issue in Parliament.

Uttam said that he would raise the issue of unemployment in Telangana and in the country in Parliament. He said that though Telangana has been formed to provide employment to the youth, the unemployment has doubled in the past seven and half years.
