Notwithstanding the choice, the Congress permitted US Presidents to give an exclusion with their assent, which each US President has done since the marking of the Oslo break interim peace agreement between the PLO and Israel in 1993, aside from previous President Donald Trump.

In September 2018, the Trump organisation shut the PLO office in Washington D.C. also, its financial records to compel the Palestinians to quit working with the International Criminal Court against Israel.
