Stranded in Dubai for 16 years Telangana worker united with family

A rare incident took place in the Kamareddy district of Telangana state Neela Yellaiah a gulf migrant has returned to his village from Dubai after a period of 16 years. Says Immigrant welfare forum president Bheem Reddy Mandha.

Neela yellaiah is from Chinthamanpalli village of Kamareddy district, Telangana state
Neela yellaiah went to Dubai from Telangana in the year 2004 to work as a labor in a construction company. He left the company and lived in Dubai and was doing odd jobs for the past 16 years. He was stuck in Dubai because he did not have a passport.

Rupesh Mehta a volunteer from a social service organization “Jain Seva Mission” has observed Neela yellaiah situation and helped him in getting an Emergency certificate (Temporary passport) from the Indian Consulate of Dubai. The issue of the temporary passport of Neela yellaiah took time due to the non-availability of old passport details. On The request of Neela yellaiah wife, Neela Rajavva Hyderabad Passport Office had searched for the old passport detail in their database and had found the passport number and other details. The same details were shared with the Indian Consulate in Dubai. The Indian Consulate had also provided a free Air ticket to Neela yellaiah.

According to the United Arab Emirates (UAE) immigration regulations, those whose visa expires and are residing illegally in UAE have to pay an overstay fine of 25 UAE Dirhams per day which is Rs.500.This had carried a heavy fine of 1.46 lakh Dirhams (Rs.29 Lakhs) for 16 years.

Social worker Rupesh Mehta with Indian Consulate had contacted the Dubai immigration officials and waived off the huge fine of Rs.29 lakhs for Neela yellaiah.

Neela yellaiah also got an exit permit to leave UAE in view of the coronavirus pandemic.
The Amnesty scheme announced by the UAE government for the period of three months from 18 August to 17 November was very much useful In the Neela yellaiah case.

Protocol welcome

After a long wait of 16 years, Neela yellaiah have arrived from Dubai to Hyderabad on Monday in Air India Express flight. NRI department officer E. Chittibabu who was on Vande Bharat Mission duty at Rajiv Gandhi Airport of Hyderabad gave Neela yellaiah permission for “Home Quarantine” on the request of his family members, considering his memory loss situation and his physical weakness.

The protocol staff at Rajiv Gandhi Airport of Hyderabad took special care for the immigration formalities of Neela yellaiah and got him out of the airport.

Representatives of Mithra Labor Union of Hyderabad worked hard and coordinated with the family members of Neela yellaiah, the passport office of Hyderabad, and the Indian Consulate in Dubai. Neela yellaiah family members have thanked each one of the members of the Mithra Labor Union who helped them to bring Neela yellaiah safely back home.

Emigrant rights activist Bheem Reddy Mandha had appealed to the State and Central Governments to provide Neela yellaiah rehabilitation and also asked villagers to create an atmosphere for Neela yellaiah to reinsertion with community and family as he returned after 16 years of a long time.
