Telangana govt asked to submit requisitions for allocating IAS officers

Minister of State in the Ministry of Personnel, Public Grievances and Pensions Jitendra Singh said in the Lok Sabha on Wednesday that the Centre has asked State governments to submit requisitions for allocating IAS officers.

He was replying to a question from TRS MPs Pasunoori Dayakar, Venkatesh Netha Borlakunta, and G Ranjith Reddy about 44 IAS officer posts lying vacant in Telangana as of January 1, 2020, and the number of IAS officers allotted to the state in 2020 and 2021.

The Minister said the process of filling vacancies is a continuous one. In order to fill vacancies in IAS on a direct recruitment basis, the Union Public Service Commission (UPSC) conducts each year’s Civil Service Examination (CSE), he said, adding that to fill vacancies in the promotion quota, UPSC holds selection committee meetings with State governments.

A total of 180 direct recruit officers have been assigned to the IAS as part of the CSE-2020, including 7 IAS officers to the Telangana cadre. For CSE-2021, a total of 180 vacancies will be filled for IAS and state governments/cadres have been asked to submit requisitions for allocating IAS officers.

Till CSE-2021, the government has increased the annual intake of IAS officers to 180 through the Civil Services Examination (CSE). Additionally, a committee is being formed to recommend the intake of direct recruits into the IAS every year through the CSE from CSE-2022 to CSE-2030

IAS officer’s cadre allocation case

A two-judge panel comprising Justice Ujjal Bhuyan and Justice P Mahdavi Devi of Telangana High Court heard cases concerning the absorption of IAS officers.

Chief Secretary, Somesh Kumar is among the officers involved in the litigation since he was absorbed into the Telangana Cadre through an order of the Central Administrative Tribunal. CAT orders were challenged by the Department of Personnel, Union of India.

Additional Solicitor General Surya Karan Reddy, representing the union government, argued that the swapping of officers should have followed proper procedure.
