Telangana to start procurement of paddy on April 11

The State administration has swung into action a day after Chief Minister K Chandrashekhar Rao announced the establishment of Yasangi paddy procurement centers, and the procurement will begin on Tuesday.

To ensure that farmers were not inconvenienced, 7,100 procurement centers were being established across the state. Telangana was the only state that obtained stocks from farmers during both the Yasangi and Vanakalam seasons.

At a meeting here on Monday, Finance Minister T Harish Rao, Agriculture Minister S Niranjan Reddy, and Civil Supplies Minister G Kamalakar shared these details.

The Ministers held a video conference with District Collectors as part of the meeting and directed them to make elaborate arrangements for paddy procurement.

They were also told that district-level paddy procurement would be reviewed the following week.

To avoid any delays in payments to farmers, officials were directed to immediately upload procurement center-specific details online.

Officials were given specific instructions to complete the Custom Milled Rice (CMR) receipts from rice millers by April 30. The Ministers warned that any delay or negligence would not be entertained in terms of CMR receipts from rice millers henceforth.

Rice millers were also told to finish the previous season’s CMR supplies before beginning the current season’s supplies. The Ministers believe that all rice millers who did not participate in CMR supplies last season should be included in the Yasangi season procurement, the Ministers directed the officials.

The Additional Collectors were directed to identify intermediate godowns in respective limits, as well as educate farmers on the importance of bringing only dried paddy to the procurement centers.

Year after year, the paddy yields were increasing drastically in the State.  In 2014-15, Rs.3392 crore was spent on paddy procurement, which increased to Rs.26,600 crore in the 2020-21 financial year. This substantiates the state’s increased paddy cultivation and yields.

Despite six times increase in paddy procurement over the last nine years, there was only two times rise in the milling capacity in the State. Given this, officials should come up with a plan to complete CMR receipts from millers as soon as possible, the Ministers said.

In addition, officials were directed to intensify vigil at borders and arrest paddy arrivals from other states. Also, existing checkpoints were to be strengthened.
