Training programme on Risk Based Internal Audit at NIRD-PR concluded

Upon completion of 21 days of training for trainers (ToT) program on Risk Based Internal Audit, a felicitation programme was held to confer course certificates to participants in National Institute of Rural Development and Panchayat Raj (NIRD-PR), Rajendranagar on Saturday to felicitate the candidates who have completed the course.

Secretary Ministry of Rural Development Nagendra Nath Sinha IAS, Director General NIRDPR Dr.G.Narendra Kumar IAS and Deputy Director General I\C & FA, NIRDPR Shashi Bhushan grace the occasion.

The 21 days ToT-cum-certificate training programme on Risk Based Internal Audit, that begins in NIRDPR from November 22 and concluded today the December 11, saw participation of 24 candidates from Tripura, Jammu and Kashmir, Uttarakhand, New Delhi and Telangana states.

CIARD centre began functioning from January, 2020 at NIRDPR, Hyderabad to train the Master trainers (ToT’s) who in turn impart training to Certified Internal Auditors at respective state institutes of rural development (SIRD’s). So far, 111 master trainers and 342 certified internal auditors of different states have been trained by CIARD and SIRD’s collectively.

The Ministry of Rural Development has been spending more than 1,30,000 crores on rural development schemes every year. Internal audit is one among the management controls that monitor the implementation of all these programmes. To conduct the internal audit in every bit of schemes in all the districts, it was estimated to have 5000 internal auditors with limited human resources at the disposal of the Ministry of Rural Development but the fact is that it is a tough task to conduct the same in all the units. As such, the Expert Advisory Group, constituted by the Ministry of Rural Development, has recommended the establishment of a separate centre for Internal Audit in Rural development (CIARD) to train the internal auditors.

On this occasion, Secretary Ministry of Rural Development Nagendra Nath Sinha IAS, released the course material Volume-I and II for ToT-cum-Certificate programme on Risk Based Internal Audit in Rural Development. This course material was prepared by CIARD, NIRDPR in collaboration with other Centre\Schools who are dealing with RD Schemes.

The Secretary also interacted with participants and enquired about the training programme and the usefulness of the course material being provided to them.

Director General, NIRDPR shed a light over the aims and objectives of the CIARD and NIRDPR in Internal Audit of Rural Development Schemes. The Deputy Director General introduced all the participants to the Chief Guest. Ram Darshan Chouhan CCA, MoRD and Ms.LeenaJohri IAS, AS & FA, MoRD too addressed the participants through web-link. Dr. U. Hemantha Kumar, Head i/c, CIARD and Course Coordinator presented vote of thanks to the Secretary, Director General, Deputy director General and all the participants for their cooperation and support.
