CJI urged the need to use local languages in court proceedings

Expressing concern over inordinate delay in implementing court orders, the Chief Justice of India Justice L.V. Ramana said “Governments often found inadvertently delaying implementation of court orders for years which is not at all good for a democratic country.”

He was addressing the 11th Joint Conference of Chief Ministers and Chief Justices of High Courts at Vigyan Bhavan, New Delhi on Saturday which was attended by Prime Minister Narender Modi.

“Although it is beyond the jurisdiction of courts to decide the policy matters, we can’t turn away entertaining the case if any citizen comes up with a complaint,” he asserted.

“People will never take pain to approach courts for justice if the municipalities and grampanchayats do their job responsibly and the police investigate the matter judiciously sans any custodial harassment or deaths,” the CJI said adding that everyone has to keep aware of their responsibilities and boundaries.”

Raising concerns over increasing burden of cases over courts in the country, Justice Ramana said, “Disputes reached to courts due to non performance of duties by the executives and inaction of legislatures which could be avoided. This will help reduce the burden of cases on judicial courts.”

Laws, he said, should be made only after serious and extensive debate over the subject and the decisions should be made keeping in mind the needs and expectations of the stakeholders.

The CJI assertively underlined the need to use local languages in court proceedings to which even PM Modi extended his support later in his speech. During his address to the conference, the Prime Minister Narender Modi said, “We need to promote use of native languages in local courts that will help people repose their faith in the judiciary. Earlier, the Prime Minister inaugurated the 11th Joint Conference of Chief Ministers and Chief Justices of High Courts at Vigyan Bhavan, New Delhi.
