Former Chief Secretary Somesh Kumar assumes role of Chief Advisor to CM KCR

Former Telangana Chief Secretary Somesh Kumar was appointed as Chief Advisor to Chief Minister K Chandrashekhar Rao on Tuesday, with orders issued making him the chief advisor in the rank of a cabinet minister for a three-year term.

Somesh Kumar was appointed Chief Secretary of the State by Chandrashekhar Rao in December 2019. He held the position for three years before resigning in January of this year and moved to Andhra Pradesh, as ordered by the Telangana High Court. He chose for voluntary retirement from service in February 2023.

The 1989 batch bureaucrat was Telangana’s fifth and longest-serving Chief Secretary, spearheading several flagship initiatives of the Chandrashekhar Rao government.

After the state was divided, the Department of Personnel Training (DOPT) assigned him to Andhra Pradesh, but he remained with the Government of Telangana as directed by the Central Administrative Tribunal (CAT).

The CAT order assigning him to Telangana was challenged in the High Court by the Department of Personnel and Training (DoPT), which had asked the Government of Telangana to relieve him, allowing him to join the government of Andhra Pradesh.

In recognition of his contributions to the development of the state, Chief Minister Chandrashekhar Rao appointed him as chief advisor to his core team. Prior to his appointment as the Chief Secretary, Somesh Kumar had served as Special Chief Secretary, Revenue (Commercial Tax, Excise, Stamps & Registration), Mines, Principal Secretary, Tribal Welfare, Commissioner, Greater Hyderabad Municipal Corporation (GHMC), Chairperson, Telangana Real Estate Regulation Authority and Commissioner, Tribal Welfare.

Before the state’s division, he also served as the Commissioner, College Education, Managing Director, AP Urban Finance Corporation, Collector and District Magistrate, Anantapur, joint Collector of Medak district and sub collector of Bodhan.
