KCR exhorts Collectors to implement govt policies aimed at welfare & development

Hyderabad: Chief Minister K Chandrashekhar Rao today exhorted the district Collectors and additional district Collectors to give priority to implementation of the government policies, aimed at people’s welfare and development.

Addressing them at Pragati Bhavan, the Chief Minister explained about the government priorities and their responsibilities. He said the government brought several Acts and formulated programs keeping in view the ground realities and after discussions in the Legislature, debates, intellectual churning and consultations with the experts on the issues. He opined that in a parliamentary democracy like our country, the decisions taken by the governments elected by people should be implemented by the administration. The priority for the Collectors should be implementation of the government policies, schemes, programs in letter and spirit.

The Chief Minister said after formation of Telangana State, the new government has achieved wonderful progress in several sectors. The infant State stood first in the country in the Welfare sector and welfare programs were being implemented at a cost of Rs 40,000 crore, he said. “There was a severe power crisis in initial days of formation of the State. We got over the power crisis within a short time. It is a proud movement for us that Telangana State is the only State in country, which was supplying round-the-clock quality power supply to all the sectors. Drinking water problem was totally solved with the Mission Bhagiratha”.

The CM recalled that in the past, people suffered a lot during summer due to acute drinking water crisis. They used to organize rallies with empty pots before Ministers and the Collectors. But today, the situation is different and all the villages are supplied with pure drinking water, he said. He also said Irrigation facility was created with construction of major irrigation projects. “The key issue in front of us now is to develop clean and green villages and towns. This is a very important work before us”, he added.

The Chief Minister said the Collectors should not fix their own priorities, but the entire administration should work like one team. Programs like KCR Kits, Kalyana Lakshmi and Kanti Velugu are born out of the supreme conviction that difficulties of the poor should be removed and their tears should be wiped out, he said, adding that while the government formulates schemes and programs, the district Collectors should implemented them. To strengthen the institution of Collectors, the government appointed additional Collectors to support the Collectors.

“The Palle Pragathi program aimed at clean and green villages should continue and plants should be grown in the villages. Protect them. Remove gutter, garbage. Close all the unused wells and borewells. Collectors should ensure that all these works are done under the panchayats. The administrative wings have become small with the creation of new districts, new divisions, new Mandals and new Panchayats. We are releasing every month Rs 339 crore to the villages from the Finance Commission grants so that the villages do not face any financial problem. We have appointed additional Collectors to assist the Collectors. One additional Collector should take responsibility of making panchayats work efficiently. As Chief Minister, I will conduct surprise checks. Action should be taken against the villages, which are not up to the mark. For those who keep their villages clean and tidy, rewards and awards will be given. We keep Rs One Core with the Collectors so that he/she can undertake works, which come to their attention”, he added.

“Though the State stood first in several sectors, but it is lagging behind in the literacy. Take a pledge to make the State totally literacy State. Sarpanches should take the responsibility of turning the illiterate as literate in the village. The Collectors should also take responsibility to make their district totally literate. Enlist the literacy rates in the Population Register. Give top priority to improve literacy rate among the SCs and STs.
