Hyderabad: Chief Minister K Chandrashekhar Rao has declared that the Palle Pragathi special program held for 30 days in the villages state-wide to improve greenery and cleanliness has been a grand success. The CM said by organizing ‘Power Week’ and solving all the electricity-related problems, the Electricity department stood first among all the departments during the conduct of the special program.
The CM congratulated Ministers, Collectors, DPOs, DLPOs, MPOs, and Village secretaries, Gram Sarpanches for the successful conduct of the programs. He urged that the same spirit with which the Palle Pragathi program was made successful should continue. He clarified that the government is committed to releasing Rs 339 Crore per month for the village development programs.
A meeting of Ministers, Collectors, DPOs, DLPOs, Principal Secretaries was held here at Pragati Bhavan on Thursday. The CM conveyed Vijaya Dasami greetings and started his address. The District Collectors explained about the experiences they have gone through the 30-day program. The Collectors said that in accordance with the objective of the government, coordinated effort, action plan and development, the program was held. They have also explained the situation in the respective districts.
Government’s Chief Advisor Rajiv Sharma, Chief Secretary SK Joshi, PCCF Ms. Shobha, Discoms CMDs Raghuma Reddy, Gopal Rao, and others participated. The CM said the Palle Pragathi program has evoked a good result and awareness came among the people that they should keep their villages clean and green. The CM announced that in order to keep this spirit going on, such programs will be conducted in the future too. The CM said for the betterment of the villages, the government has filled in vacancies from Panchayat Secretary to district Panchayat officer. He assured that under any circumstances, there would not be any fund crunch for the village panchayats. The CM also clarified that every month, Rs 339 Crore central funds will be released to the villages and it will continue without any break. This is additional to the funds accrued by the villages.
The CM suggested that NAREGA funds should be utilized for growing plants, removing the debris. He said adequate employees and funds are given to the villages and hence there should be a change in the villages at least now. The CM said district Panchayat officers should take the main responsibility, utilize the funds properly and bring in the required change in the villages. He said all the works to be taken up in accordance with the one year, five-year plans made by the villages.
Important points in CM’s address
In the 30 days program, works identified have been almost completed. Sites were identified in the village for the setting up of plant nurseries, cremation grounds, and dump yards. In other villages where the sites are not identified, they should be done as early as possible. If there is government land, whichever department it may belong, utilize it for the social purpose
Yearly, five-year plans are ready as well as the green plan. Works should be taken up accordingly.
Every gram Panchayat should buy a tractor to supply water to the plants and to lift the debris. Every tractor should have a tanker, trolley and Front Blade.
Give allowances regularly to the DPO, DPLO, MPOs who supervise the development works in the villages. Plant nurseries should be organized in every village. Put up fences so that Goats and other animals will not eat away the plants.
The CM said he has been MLA since 1985 and the electricity-related problem persisted since then. Till now no major attempt has ever been made to solve these problems. The CM congratulated officials, employees, and workers of the electricity organizations. He said it was a praiseworthy work that though 60 percent of the works are over, the electricity department staff is continuing their work even after completion of the program.
The electricity department conducted Power Week as part of the 30-day program in all the villages. 1, 67, 154 Twisted and rusted electric poles were identified. New poles were erected in the place of the rusted ones, twisted poles are straightened. Additional poles were erected so that the power wires are not hanging. A new power cable is laid for 6,834 Kms for the maintenance of the streetlights. 7, 527 new meters are being fixed in the place of old electric meters, which were damaged. For the maintenance of streetlights, 2,54,424 new meters are being fixed.
Three-phase power in ST areas
The CM instructed that three-phase power should be available in the Tribal areas, Thanda, Guides. The CM constituted a three-member Committee with senior IAS officers Somesh Kumar, Raghunandan Rao, Ajay Mishra.
Plastic ban in the State
The CM has decided to ban the manufacture and sale of plastic, which is harming the environment and even putting the very existence of life in danger. He said this will be discussed at the Cabinet meeting and instructions will be given. The CM has asked the officials to prepare guidelines for this.
Three Collectors congratulated
The CM specially congratulated Pedapalli Collector Ms. Devasena, Sangareddy Collector Hanumanth Rao, Bhoopal Pally Collector Venkateswarlu who received awards from the Centre for playing an active role in maintaining sanitation and village developmental works. The CM said each Collector will be given Rs 2 Crore funds to spend the amount for taking up emergency works for the village development and sanitation works. He said the Collectors should spend this amount as per their discretion.
The CM suggested that the Haritha Haram program aimed at increasing the green cover in the State should be taken ahead with more strategy. He wanted special programs should be put in place in Karimnagar, Jangaon, Yadadri, Suryapet, Warangal Urban, Gadwal and Narayanpet and other such districts where there is less forestry.
