As part of its monsoon preparations, the Greater Hyderabad Municipal Corporation (GHMC) has implemented a series of precautionary measures to avoid untoward incidents during the downpours. Dilapidated buildings, sloppy terrains, rock-cutting sites, areas prone to landslides, and construction sites with excavated cellars were all identified as part of the exercise.
The Commissioner directed the officials to conduct monsoon-related activities and submit a compliance report. They were also warned that failure to carry out monsoon-related activities would result in severe disciplinary action.
Officials say that once dilapidated structures are identified, they will either be demolished, sealed, or repaired. “Notices are being served to the owners of dilapidated buildings for demolition or vacation of the structure or repair,” an official said.
Similarly, soil strengthening, retaining wall construction, and barricading would be implemented at cellar excavation sites, with no new cellar excavations permitted until further notice.
People living beneath sloppy terrain or adjacent retaining walls should be relocated to safer areas ahead of the monsoon, according to GHMC Commissioner’s instructions.
The GHMC has assigned the responsibility of ensuring safety measures at nalas to its Assistant Engineers (AEs) and Deputy Executive Engineers (DEs) as part of precautionary measures ahead of the monsoon.
If untoward incidents occur in their respective wards, the AEs and DEs will be held accountable and disciplinary action will be taken.
The GHMC directed engineers to begin desilting nalas, restore parapet walls, and barricade the nala, in addition to chain fencing and other safety measures. All of these measures should be implemented immediately following the desilting of nalas.
According to the engineers’ instructions, all open nalas should be fenced, and warning signs should be posted to prevent accidents at open nalas, box drains, and storm-water drains.
The AEs and DEs should also maintain the catch pits of storm drains and manholes on box drains, and replace any damaged covers as soon as possible.
The GHMC has decided to deploy more manpower and machinery as part of its monsoon action plan to ensure that citizens are not affected during heavy rains. Special teams, both static and mobile, would be deployed to ensure that inundations and other rain-related issues are addressed as soon as possible.
The special teams would be in addition to the Disaster Response Force (DRF) teams that are deployed to respond to complaints during rainstorms. The GHMC’s Directorate of Enforcement Vigilance & Disaster Management (EV&DM) monitors the DRF teams.
