Stop AIS amendment proposals: CM to PM

Telangana Chief Minister K Chandrasekhar Rao today expressed serious displeasure at the Centre for proposing amendments in powers of central government officials.

In a letter addressed to Prime Minister Narendra Modi, the Chief Minister expressed strong protest at the way the centre trying to have the upper hand on the states. KCR expressed concern that the centre is trying to have supremacy on the states and dictating terms to central officials. He demanded that the Centre should stop the proposals to amend the rules as it will have adverse effects on the states, Officials and related powers. The proposed amendments are against the federal spirit of the constitution,  the Chief Minister opined.

The centre should withdraw the same to protect the interests of the states and powers, KCR said in the letter. I agree with the centre 1951 Act as it offered powers to the centre and states in the concurrent list, KCR said.

However, he expressed concern and oppose the proposed amendments in the 1954 Act to have its say on All India Services (AIS) Officials in the concurrent list, deputations and discharging of the duties.

The proposals will have scant effect on administrative exigencies, states and the central level Officials discharging duties in the states. The centre should desist from having its indirect or direct powers on AIS Officials and the states he said.

 He urged the Centre to stop the amendment proposals to protect state interests.

The present rules are adequate for the harmonious and balanced deployment of central officials. So the Centre should refrain from the proposals in the interests of administrative fairness and federal polity of our constitution, he added.
