On Sunday, several teachers and employees protested in front of Pragathi Bhavan, demanding the immediate cancellation of (Government Order) GO 317.
Teachers affected by GO 317 claimed that they have been suffering since the state government’s release of GO and demanded that it be canceled immediately.
They protested earlier in February, alleging that the system imposed on them is flawed, with allocation and transfers based not on seniority and nativity, to the assigned location, but rather on favoritism towards those with contacts with higher officials.
The Telangana High Court, on the other hand, refused to stay GO 317 and the transfers affected by its release.
This time, they held placards with slogans demanding the cancellation of the GO and stated that their previous protests had fallen on deaf ears, leaving them with no choice but to besiege in front of Pragathi Bhavan.
Police detained 88 people and took the protest’s main leaders into custody, transporting them to the Goshamahal police station.
While protesting, the teachers expressed their unhappiness over the loss of 20,000 teaching staff due to the release of GO 317.
The fact that they had to leave their own districts and travel to distant districts enraged them. Some expressed concern that they had given up staying in their hometown because of grievances, and that they, too, might lose their locality forever.
The teachers demanded that the government bring justice to the victims who lost their lives after the GO was issued and return people to their districts. They also threatened to escalate the movement if justice for them was not served.

What exactly is GO 317?
Telangana’s government issued GO 317, Telangana Public Employment, on December 6, 2021. It has implemented a zonal system for job allocation. This policy was developed following Telangana’s reorganization into 31 districts in 2016. As a result of the reorganization, new districts such as Asifabad, Bhupalapally, and Mancherial were formed.
According to the GO, the District Collector and the concerned Head of Department in that district will form the allotment committee, which will make decisions on jobs and transfers for district cadre posts.
Similarly, the principal secretary, special chief secretary, Head of the Department, and senior government consultant will decide on the allocation of zonal and multizonal posts.
Teachers began protesting against the GO at the secretariat on December 28. They claim that the government made a decision without consulting any of the teachers.
