Telangana HC instructs Hyderabad collector to submit report on removal of encroachments

The Hyderabad collector was instructed by a two-judge panel of the Telangana High Court, comprised of Chief Justice Satish Chander Sharma and Justice Abhinand Kumar Shavilli, to file a status report on the measures taken to remove encroachment on government land.

The panel was dealing with suo-moto public interest litigation brought about by a newspaper article on illegal construction and encroachment on government lands, with government hospitals being a primary target for land grabbers.

The Government Pleader informed the court that the proper legal action had been taken against such encroachers for raising unauthorised structures and encroaching on government land.

As the Collector is responsible for eradicating all such encroachment, the panel directed the Collector to produce a thorough status report.

Allotment of Cadres

On Thursday, a two-judge panel of the Telangana High Court comprised of Justice Ujjal Bhuyan and Justice S. Nanda adjourned for further hearing a batch of petitions challenging the verdict of Central Administrative Tribunal, Hyderabad on allotment of IAS and IPS cadre officers.

It may be recalled that several civil servants approached the CAT demanding transfer from Andhra Pradesh to Telangana. The panel was hearing applications from the Department of Personal Training (DoPT). The DoPT’s Additional Solicitor General, Indrakaran Reddy, maintained that the allotment of officers to AP and TS was based on Guidelines developed by a 5-member committee.

He stated that the Central Government was the authority, and the DoPT was the cadre controlling authority, which made the appropriate decision to assign officers to both states based on the AP Reorganisation Act. He questioned the CAT’s decision to assign IAS officer Somesh Kumar to Telangana. On Friday, the panel will continue to hear the case.
