Telangana’s New Liquor Policy: Retail Licenses and Allotment Process

As part of their new liquor policy for the period 2023-2025, the Telangana government has issued notifications for the allotment of licenses to retail liquor (A4) outlets. To designate the stores for the allocation, district collectors will conduct a lot drawing.

Specific percentages of total shops would be reserved for different communities under the new policy, including 15% for Gowda, 10% for SC (Scheduled Castes), and 5% for ST (Scheduled Tribes). From December 1, 2023 to November 30, 2025, the policy will be in effect.

The auction notification will be issued on August 4, and applications will be accepted through August 18, at 6 p.m. On August 21, a lottery will be held to choose licensees.

The non-refundable licence cost for each application is fixed at Rs 2 lakh under the new policy. The retail excise duty has not changed. The annual retail excise tax is fixed at Rs 5 lakh, and applicants can pay in six installments every two months instead of the previous four.

Eligible candidates must provide 25% of the excise tax amount for one year with their application, with the remaining amount due on the day of the lot drawing.

Those who wish to apply for several applications must pay the original challan charge of Rs 2 lakh for each application.A4 liquor outlets can also be turned into walk-in stores for an annual fee of Rs 5 lakh per shop. The hours of operation for A4 liquor stores will stay the same as they were during the previous license period.
