Reorganization of departments begins after CM KCR calls for faster work

A major reorganization of the Panchayat Raj and Rural Development departments, as well as the Roads and Buildings department, is being planned to expedite work on the ground and ensure efficiency and accountability.

This follows Chief Minister K Chandrashekhar Rao’s directive to expedite work, particularly in rural areas of the state.

As a result, the departments are now developing action plans for the proposed reorganization, particularly for reducing jurisdiction limits, the delegation of powers, and other aspects.

The Roads and Buildings department proposes reducing each Superintendent Engineer’s circle jurisdiction from 2,500 km to 1,500 km.

Likewise, the division circle limit will be reduced from 1,100 km to 800 km. According to a senior department official, this would aid in better monitoring and execution of works, including repairs, while saving time.

Roads and Buildings Minister V Prashanth Reddy has already met with officials to discuss the action plan, which is being prepared in accordance with the Chief Minister’s roadmap.

In terms of the devolution of powers, the department intends to delegate specific budget tasks to various levels of officials.

Similarly, the Panchayat Raj and Rural department is developing a reorganization action plan. Under this initiative, steps were being taken to ensure that each district has one Superintendent Engineer (SE). The plan was for one SE to cover six to seven assembly constituencies. To expedite road construction, the department is considering delegating authority to SEs, DEs, and AE to prepare estimates and sanction projects at their respective levels, as was done in the irrigation department.

There is currently only one Engineer-in-Chief and one Chief Engineer in the PR&RD department engineering section. The department is proposing to hire two more Chief Engineers to improve administrative convenience.

All of these action plans would be submitted to the government in the near future. These plans would be discussed and approved during the Cabinet meeting, according to officials.
